Larry Sukay

Larry Sukay is an Outsourced Risk Manager at Falcon West Insurance Brokers, Inc., serving clients throughout Southern California and across the United States. With a career spanning more than 40 years, Larry specializes in workers' compensation cost reduction, group captive and single-cell captive insurance programs, Management Liability, and Cyber Liability — helping CEOs, CFOs, and business owners bring structure, certainty, and measurable savings to their organizations.

Unlike traditional insurance brokers, Larry's approach centers on managing risk rather than simply selling insurance. He draws on extensive hands-on experience, including his tenure as Risk Manager for one of the largest hospitals in the United States, 15 years consulting Fortune 500 and Fortune 1000 companies, and leading the Southern California division of Crawford & Company, where he earned National Branch Manager of the Year.

Larry subsequently founded Advanced Risk Control Technologies Corporation, where he pioneered what is now recognized as Behavioral Risk Management (BRM), a framework that links organizational culture and management practices directly to workers' compensation claims' frequency and severity. His research was published in Risk Management Magazine, making him one of the first professionals to document this connection in print.

As an Outsourced Risk Manager, Larry is engaged by mid-market companies seeking experienced risk management expertise without the cost of a full-time hire. He implements proven systems to identify the organizational and behavioral factors driving injury frequency — factors traditional safety programs routinely miss — consistently helping clients achieve loss ratios well below industry benchmarks.

Larry's specialties include workers' compensation program design, captive insurance formation, cyber and management liability strategy, pre-hiring solutions, wage-and-hour risk, and first-dollar claims management.

An accomplished author and national conference speaker, Larry earned his Bachelor of Science in Business Administration from LaRoche College in Pittsburgh, Pennsylvania, and holds a California Fire and Casualty Broker license.

Beyond his professional work, Larry spent 28 years as a Volunteer Firefighter, rising to Deputy Chief in two departments. During the 1996 Harmony Grove firestorm in San Diego County, he commanded 250 personnel and 75 engine companies as Branch Director.
